水戸の偕楽園で毎年２月中旬から３月下旬まで行われている。期間中はオープニングアクトの和太鼓やビンゴ大会など様々な催し物が行われている。

Held annually from mid-February to late March at Mito's Kairaku-en park. During the festival, an opening act Japanese drum performance and bingo event, and many other events are held.
